Diapers are used by veterinarians when they take tests and put vaccines — and this is always done on a separate new diaper. One film cannot be used for all tails, it is unhygienic, and there is a risk that healthy people may become infected from the sick.
In addition, diapers are needed in the boxes where newly arrived animals live. Diapers often tear from claws and get dirty, so veterinarians change them several times a day. You can't leave a torn and dirty diaper — infections develop so quickly.
