Arthur has mental retardation and needs rehabilitation

Artur has been diagnosed with mild mental retardation. He requires ongoing rehabilitation courses to develop his communication and socialization skills. Following previous courses, the boy has made significant progress: he has learned to pronounce meaningful phrases, improved his speech, and mastered reading and writing by syllables.

Unfortunately, the boy's mother is unable to pay for his next rehabilitation course on her own, as she is primarily occupied with caring for a disabled child.
