Timofey is 25 years old and has cerebral palsy. He can't walk, sit, or talk, but he has normal intelligence. He communicates using an eye tracker and enjoys reading and watching movies. His mother has dedicated her life to caring for him.

The main issue is protein and energy deficiency. Timofey doesn't eat well and weighs only 30 kg. He needs a specialized medical formula to survive. However, the government doesn't provide it.
